How to Delete a File and It Says Try Again

Please read my original mail:
File HAS NO EXTENSION name
Deleting from Safe Way DID NOT WORK
The file is Non Beingness USED by another program
In cmd mode the file 'is non recognized as an internal or external control, operable program or batch file'........
The problem file is in a folder, information technology is the only file in that folder. I cannot motion it out of that binder considering it cannot be institute.
Any other suggestions, anyone?

I advise you to ensure you are logged into an Administrator user account and check if you still find the issue.
Generally Access Denied error bulletin is related to permissions. If you do non accept sufficient permissions to view the file/folder/drive yous get this error message. I suggest you to attempt to take the ownership of this file or folder and check if it helps.
a. Press Windows key + X and click on Command Prompt(Admin).
b. Type in the command takeown /f <drive_name> \ /R /D Y
c. You can replace the < file_name(F)> with the target bulldoze name.
If the issue persists you can refer to the post-obit Microsoft article and bank check if information technology helps.

Thanks for your reply.
I am not getting an access denied error message. I am the just user and administrator on my estimator. I am logged in with my Outlook ambassador business relationship always.
The Notepad trick doesn't work considering whatsoever time I effort to make whatever changes to the file (which is inside a folder that I can rename and move to anywhere on my C drive) I get a message that the file is no longer in that location, it cannot be found.
In DOS it says that the file and/or the binder it is held in is non a recognizable command/batch file/plan etc etc
This problem file has no extension name.
Yes, I have gone to File Explorer Options and unhidden file extensions for known file types.
There must be a genius out there who knows what to do.
By the style, this file is causing me no problems, other that badgerer........!

Give thanks you for update and answer.
I suggest y'all to follow the steps below and check.
1. Printing Shift key and click restart.
2. Select Troubleshoot from Choose an option screen.
iii. Click Advanced options in Troubleshoot screen.
4. Click Command prompt from Avant-garde Options screen.
5. In the command prompt, type the command beneath, press Enter,
DEL /F /S /Q /A "Total Path of File with extension"
Note: For example, if I wanted to delete a text file named File with the file extension .txt on my desktop, I would type this command below.

Had exact same effect and notepad flim-flam didn't work for me either. I use AVG antivirus and through some miracle, the AVG shred pick (available to me when correct clicking a file) really destroyed the bugger.
